Clean Air Zone
Overview
ARS Traffic & Transport Technology has developed a Clean Air Zone control system that is fully certified in compliance with the detection and data accuracy required by the judicial authorities.
The Automatic Number Plate Recognition (ANPR) cameras monitor the entry of old and/or polluting vehicles into the specified zones. Detected vehicles are recognized by their number plates along with classification from smart analytics. Having tight integration with the vehicle registry for the country, the vehicles are further classified based on vehicle type, type of engine, type of fuel, and date of vehicle registration. Our system has an accuracy of 99.9% in the automatic generation of violation reports for the authorities. It includes images and video clippings as additional evidence. The data managed by the system is secured and tamper-proof. Optional integration with vehicle pollution certification authorities serves as a value-added feature to penalize non-compliant vehicles.

The system allows for automated enforcement and penalizing, based on specific rules applicable in the country. It offers a complete solution for the implementation of a low emission zone, according to the local legislation. A central system allows the violations to be reviewed and processed for ticketing. The product is customized for other countries as per demand.
Cost efficiency
The system is a cost-effective and low maintenance solution for air quality management challenges of sensitive zones. The system consists of a cordon of ANPR cameras, located at each entry to the restricted zone, and a central fine processing system with a GUI. It allows 24/7 automated enforcement. It can also integrate vehicle data from existing ANPR cameras available on the premises, saving additional investment needs.
Reduced traffic pollution
The system allows the cities to enforce the regulation by registering all vehicle entries into the restricted area and categorizing the vehicle’s emission class by the license plate. Flawless identification of high polluting vehicles ensures that all violators are penalized with proper evidence, pushing the commuters to maintain their vehicle as per the standards set by pollution control regulatory.
Accountability
The system is able to distinguish polluting trucks based on a license plate lookup and is closed for specific vehicles (e.g. trucks Euro-6 engine). The system also allows white listing and archival and retrieval of violations. Well managed workflows, standard operating procedures, and role-location wise system access for the operators increase the accountability of operators, and support in auditing and improvement purposes. User-friendly dashboards provide operators and officials with quick and comprehensive overviews.
Case study

The Hague
Our Environmental Zone Control system has been operational in The Hague, the Netherlands, for the past 7 years. In 2019, the municipality of The Hague has commissioned an upgrade of the system for it to be future proof. For this upgrade, ARS T&TT deployed the Vision Analytics Camera. The Environmental Zone is monitored by thirteen VA Cams across the city, ensuring that polluting vehicles will be fined for entering the controlled zone.
With the VA Cam, we can monitor two lanes with one single camera. The increased resolution allows for the detection of motor scooter number plates, which are likely to be controlled in many cities across the Netherlands in the coming years.
